Design Build Oil Liner Containment

Project Overview

Andre Construction was contracted to design and build a new oil containment system at a power generating station. The new system was constructed for the transformer foundations and containment runway between the powerhouse and main dam. The work was required as part of life-extending refurbishments across the site. 

The project involved concrete removal and replacement, cleaning of external drains, separation of oil water, and installation of a new minor oil containment liner.

As lead contractor, Andre Construction was responsible for overall supervision and safety, removal and replacement of concrete, and liner installation. The team oversaw subcontractors provided design support, and completed pipe modifications, and drain and separator cleaning. All work was carried out while the station remained operational.

Challenges

  • Between the time of tender and starting work, the level of concrete deterioration had grown beyond what was in the original scope. This required additional removal and replacement, adding to the scope and budget. 

  • When concrete scanning began, the team found that existing grounding didn’t meet owner standards. Upgrading of all grounding was required, further adding to the scope and budget. 

  • The team was asked to replace the oil containment filter in addition to the design build work. This expensive and complex task pushed the project well over time and budget. 

  • Additions to the scope pushed work into winter months, causing weather-related delays.

Solutions

Andre Construction communicated issues and additions to the scope as they arose and in bi-weekly meetings. The team worked with the owner to devise the most effective solutions to move forward.

When the additional concrete deterioration was discovered, the team moved from fixed price to time and material. This helped reduce costs and keep the project moving as fast as possible when the full extent of the damage was unknown.

To mitigate the impact of winter weather, Andre Construction stopped work when conditions slowed or impeded progress. By working at full capacity on ideal days, the team was able to keep costs down while staying relatively close to the project timeline.

Results

The oil liner containment project was completed in October 2025. 

The new system will reliably contain any leaks if and when they occur, helping reduce risk and extend the lifespan of the station. Grounding that’s updated to new standards improves the safety of transformers across the site.

The project met all quality and workmanship expectations, despite substantial changes to the budget and scope. 

Lessons Learned

This project underscores the importance of timely communication, flexibility, and creative problem solving when managing complex evolving scopes. It stands as a strong example of the team’s ability to deliver high-quality results under challenging conditions, within active power-generation settings.
